30 pilot hospitals in the city to achieve electronic medical record sharing access

Going to the hospital to see a doctor, in addition to registration, queuing, sorting out various inspection results is also a headache. This kind of trouble is gradually changing. On July 31, I was informed by the Municipal Health and Family Planning Commission that there are currently 30 pilot hospitals in Beijing to share the electronic medical records, which means that patients in any of the 30 hospitals visit the other 29 hospitals. The doctor can retrieve the patient’s previous test results, major diagnoses, medications, and surgical conditions at any time without patient supply.

Beijing Stomatological Hospital is one of the 30 pilot units. The relevant person in charge of the hospital introduced that at the end of 2017, the hospital successfully launched the “Electronic Medical Record Sharing and Reading” system. At present, doctors can choose whether to read their electronic medical records in the external hospital according to the patient’s medical history. “By reading the information of the hospital in the outer hospital, the doctor can first provide the reference basis for the doctor to facilitate the doctor to formulate the treatment plan. Secondly, it can also provide reference for the doctor according to the prescription information; finally, it can reduce the unreasonable use of the medicine and repeat the medicine. Said the person in charge.

The head of the information department of Peking University Cancer Hospital said that when the clinic is out of the clinic, there are often data that the patient has forgotten or did not bring to the hospital for treatment, which not only increases the medical risk, but also increases the cost of medical treatment. For doctors, understanding the patient’s overall test results related to the disease helps to diagnose the disease, especially the tumor. The doctor can see the patient’s previous examination information and may find the suspected tumor. In addition, the treatment-related review will record changes in the condition and is also very important for diagnosis and treatment. The “Electronic Medical Record Sharing Access” system will provide doctors with this important information, without the patient carrying paper data back and forth, and avoiding the medical risks that may arise from the patient’s narration of medical history.

The electronic medical record sharing project was implemented in 2015, and the first phase of the project was completed in 2016. The city-level population health information platform was initially constructed and connected with each district. At present, the 30 pilot hospitals in the city have realized the sharing of electronic medical records. At the same time, some hospitals have also realized the reminders of drug allergy, the reminder of repeated drug use and the reminder function of repeated tests. For example, when a doctor receives a doctor, he can call the patient’s drug allergy information to realize the drug allergy reminding function; when the drug is prescribed, the patient’s drug records for the last 3 months can be queried to realize the repeated drug reminder. According to statistics, at present, the city’s electronic medical record sharing project has collected nearly 100 million outpatient visits and more than two million hospitalizations.

In the future, the number of hospitals sharing the number of electronic medical records in the city will continue to increase. According to the relevant person in charge of the Municipal Health and Family Planning Commission, the next phase of the project will cover all tertiary hospitals and regional medical centers in the Beijing area, and the Economic Information Technology Commission is currently in the process of approval. “Our ultimate goal is to achieve full coverage of all medical institutions in Beijing.” (Liu Huan)

Related hotspot response

1. Will electronic medical record sharing reveal patient privacy?

City Health and Family Planning Commission: The patient’s privacy will not be neglected in the medical record sharing, and the patient’s privacy will be protected by the doctor’s and patient’s dual authorization, as well as the hospital information system security and hospital network security. The hospital can choose the way the patient is authorized according to the actual situation, including through the paper patient authorization agreement, or the patient’s electronic handwriting.

2, how long can the medical records be shared?

City Health and Family Planning Commission: The sharing of information in electronic medical records is time-sensitive. At present, the information about patients’ visits in the last 3 months is shared, including basic information of patients, departments of external hospitals, profession, time, reasons for diagnosis (diagnosis), information on surgical operations, prescription information, and inspection information.

3, patient imaging results can also be shared?

People in the Information Department of Peking University Cancer Hospital: Due to the large amount of data, the current patient image data has not been included in the electronic medical record that can be shared. Currently shared mainly text information.

City Health and Family Planning Commission: Because the image processing requires a professional image processing system, it is difficult to connect the information system between hospitals. We are also actively looking for ways to solve the problem of sharing image inspection results as soon as possible. Mutual recognition of test results and sharing of image data are technical and quality issues. To be consistent with the specifications, the results can be used by clinicians to judge the condition. If the image data does not meet the standard requirements, even if the interconnection is interoperable, it is difficult for doctors to recognize it.
